How do you handle a spiteful Ex

A friend is dealing with this situation, where she broke up with an her ex and the man is doing childish stunt just to get to her. He does a lot to spire here. Have you experienced this before? How can one deal with this?

Even if there is no relationship, powerful men are extremely vicious in harassing and destroying the life of women they hate. Some of my college classmates are extremely powerful government employees who can waste taxpayer money to harass and defame me, I can only wait for them to retire.
