Some clients can be very funny. They contact you for a job, you deliver the job promptly and they don't pay. Some start telling you stories. Some find non existent faults in the job not to pay.

How do you solve this problem of clients refusing to pay after a job has been delivered?
 
That's a violation of a worker's right to get paid after the work was done. Even if the transaction was verbal let alone the finished product to serve as evidence that the job required from them was done so the victims could blotter the case to the police station.

I have been cheated several times by employers in the content writing industry. I informed the cyber crime but didn't get my payment.

Who actually cheated you? Did you write for a blog and they didn't get to pay you? Why don't you always take payments before delivery?
 
Just report to the authorities with proofs that you delivered the service. If nothing happens, call them out on social media.

I did try but that happens in India. They just keep silent. Of course there were some good companies that paid me well.
