Nope, I don't think there's anything like this in my location. is this act meant to stop fraud.
Here, it's usually the bank or financial institution which approves online transactions. They need authentication such as password for approval.

No, it is not happening here. Only payments are paid direct to the online sellers or to their designated courier. People pay through GCash.
