This is very true and quite encouraging, to be on a safer site one can reserve about $100 for a complete set-up of everything online. A blog is important because it will help you to put your work out there and you will be promoting and building organic traffic that will also generate your AdSense ad revenue if you get approved.

I'd say you could go for as low as $15 if you get free Wordpress hosting and a cheap domain/SSL package. You'll have to really do a lot of work on social media and SEO to get it to pay though. Giving yourself $50 to work with will allow you to pay for some ads and get a decent camera, because you need photos for every blog post. That will save you some stress. It's better if you can make some YouTube videos to promote the blog.

You might want to consider getting some free graphic design software like Gravit, GIMP, or Canva, or paint.net, or Faststone Image Viewer. This will save you some pain.
