I do not run an online business. But most online businesses offer a lot of payment options, including credit card, Paypal. If the business just accept cash, customers may not want to buy from you.
The best thing is to report immediately for a follow up, since that is the only way to be safe or talk to the online customer care

You make a complain to your seller, if you don't heart anything favorable, file a case with your payment provider.

The time I failed to receive my order, I was mad but thankful for the mood of payment was through cash on delivery so I didn't lost a single amount. It is the online seller who lost q client.
When it hasn't arrived within the expected timeframe, it is to ask about the reason for the delay and potential next steps, which could include requesting a redelivery or a refund
